    Provides two programs for pregnant or parenting inmate mothers and their children under six years of age: the Family Foundations Program (FFP) and the Community Prisoner Mother Program (CPMP). FFP is an alternative sentencing program. Inmates serve exactly twelve months in this program regardless of the sentence length. In CPMP inmate mothers serve the remainder of their prison term provided that they have at least ninety days remaining and no more than five years. The programs provide a positive environment for mother and the child in the least restrictive alternative to incarceration consistent with public safety. Programs provide educational, emotional, self-esteem and employment skills, support for mother/child bonding, family reunification and independent living. Currently serving 140 mothers.

    Provides services in four components: Informational, Educational, Family Reunification and Therapeutic.

    1. The Information component includes a clearinghouse of publications and audio-visual materials available free of charge to prisoners, their children and their families and at-cost to all other users. This component also provides technical assistance to a variety of entities including groups of incarcerated parents and family members of prisoners.

    2. The Educational component produces curricula and conducts parent education/empowerment training for parents involved in the criminal justice system. A correspondence course in parent education is offered annually free of charge to incarcerated parents.

    3. The Family Reunification component has included about 60 direct service projects designed to enable prisoners and their children to maintain a relationship. Current projects include MIRACLE (long-term home-based child development services) and the CHICAS Project which assists families involved in the criminal justice system with child custody matters.

    4. The Therapeutic Component provides therapeutic interventions to incarcerated mothers and their infants/young children.
